What is E-Cabinet?
E-Cabinet is the government's secure digital platform that replaces physical Cabinet paper circulation. It enables Cabinet members — Ministers, Secretaries, and authorised officials — to access classified Cabinet papers at any time, from any secure device.
Papers submitted by ministries are available for review before each sitting. Members can annotate, comment, and indicate positions, all within a fully audited and encrypted environment. Nothing leaves the system.
Platform Capabilities
Every feature is designed around the confidentiality, efficiency, and integrity that government Cabinet deliberations demand.
Members access current and historical Cabinet papers — submissions, memoranda, briefs, and supporting appendices — through a single secure portal.
Ministers and authorised officials can record comments, raise concerns, and indicate support or objection on agenda items before and during Cabinet sittings.

All papers carry their classification level. Access is strictly role-gated — members see only what they are authorised to see, and every interaction is recorded.
Access levels are configured per member — full Cabinet members, associate members, Cabinet secretariat, and read-only advisors each see an appropriate view.
Every paper view, comment, and decision action is timestamped and attributed to the individual member, providing a full record of Cabinet deliberations.
